The Former President's Progressive Alarm Misses Europe's True Danger: Technological Decline.

The recent US national security strategy presents a flawed view of the European Union. It claims that unrestrained immigration and what it terms "progressive" agendas pose an existential threat to European civilization. Yet, this perspective rests on a fundamental misreading of the situation. The actual danger facing the EU is not societal but economic and technological backwardness.

The Stark Growth Divide Between Europe and the US

Statistics paint a stark contrast. From 2008 and 2023, American economic output grew by eighty-seven percent, compared to a paltry 13.5% increase for the European Union. During this period, European income per person dropped from 76.5% to just half of the US level. Strikingly, even the poorest US state now has a higher per capita income than several leading European economies like France and Italy.

Today, about half of the global 50 largest tech companies are US-based, while only four are European.

The Innovation Shortfall: The Core Problem

This widening disparity is driven by superior productivity growth in the United States, largely due to breakthroughs and higher total factor productivity. The scene of world technology dominance is overwhelmingly American. In the last five decades, hundreds of American startups have scaled into companies valued at more than $10bn, versus just 14 in Europe.

This gap prompts a pressing question: In the race for tomorrow's sectors like semiconductors, AI, and fusion energy, what is the EU stand? Experts widely concede it is largely a contest between two involving the US and China, with European nations starting at a clear disadvantage.

Underlying Factors of the Continent's Technological Lag

Several major factors explain this innovation chasm.

  • Financing Ecosystem: The US boasts a much more robust and more dynamic system for funding startups. The EU has yet to establish a true unified investment market, a factor that limits the growth potential of emerging companies.
  • Bureaucratic Hurdles: Excessive and fragmented rules hinder Europe. A American entrepreneur can launch a service under a single regulatory framework to access a consumer base of hundreds of millions. The European Union, despite a bigger population, is split among twenty-seven different national systems, creating significant market obstacles.
  • Cultural Attitudes: Attitudes toward risk-taking vary greatly. In parts of Europe, business failure was historically met with stigma, whereas in the United States, it is often considered a valuable lesson.
  • Defense Spending: The US benefits from a tightly woven innovation pipeline linking defense and academia. The continent's long-term lack of spending in defense has weakened its ability in pioneering research.

The Road Ahead: Grounds for Hopefulness

Despite these challenges, one can find reasons for hope. European leaders are growing more conscious of the severe threat and have begun to advance substantial change. Key analyses on European competitiveness and the single market highlight the need for sweeping changes.

Given appropriate policies and rule changes, Europe's strengths might enable far greater degrees of commercial innovation.

The continent retains significant strengths: skilled human capital, excellent education systems, and premier research institutions. Alongside a vast domestic consumer base and substantial household savings, these foundations have the potential to unleash a new wave of investment and entrepreneurship.

Importantly, even if the EU does not become the leader in developing cutting-edge tech, it can still significantly increase economic output by adopting and adapting innovations from other regions.

An Inflection Point

The European Union now faces a critical crossroads. To paraphrase a famous line, decline often happens "gradually and then suddenly". So far, Europe's slide in innovation has been gradual. But, without decisive action to address its deep-seated problems, today's gradual weakening could turn into a sudden and irreversible loss of global economic relevance.
